About

Dr. Hildebrand entered an MPA program in the fall of 2001 with the intention of studying tax policy, but after being on an airplane on 9/11, decided to study the new field of Homeland Security. He enjoys teaching and being in the classroom, introducing students to new material, and sharing ideas about the effective functionality of government, or lack thereof. When not teaching or writing, Dr. Hildebrand plays golf and enjoys watching sports.

Primary Area of Expertise: Emergency management & Homeland Security policy, government budgeting and financial management, federalism and intergovernmental relations, policy implementation.
